State Representative Patrick Rose is serving his fourth term in the Texas House representing District 45, which includes the Central Texas counties of Blanco, Caldwell, and Hays. A leader known for his fierce independence, Rep. Rose has built a record of delivering results to the Texans he serves.
As Chair of the House Human Services Committee, Rep. Rose has led efforts to increase oversight, efficiency and accountability at our state agencies. He passed emergency legislation last session directed at improving care for Texans with intellectual and developmental disabilities, and has championed issues affecting children and the elderly. He has overseen our state's human services agencies through many challenges including the Health and Human Services Commission's failed contract with Accenture in 2005 and the settlement agreement between the State of Texas and the DOJ over Texas' state supported living centers in 2009.

Rep. Rose has also served on the House Higher Education Committee for three terms, a critical tool in his service to Texas State University--San Marcos. The largest employer in his district and home to over 30,000 students, Texas State is an economic development engine critical to the future of Central Texas and the entire Austin--San Antonio Corridor. In 2008, with Rep. Rose's support, Texas State was awarded a $4 million Superior Talent Award from the Texas Emerging Technology Fund to support the university's research facilities and the acquisition of world-class researchers who will move Texas State's research, commercialization and doctoral education agenda forward.

In 2007, Rep. Rose passed legislation creating the Cancer Prevention and Research Institute of Texas, an historic, $3 billion investment in cancer research and prevention over ten years. By building a coalition that included the Lance Armstrong Foundation, The Susan G. Komen for the Cure, the American Cancer Society, and KillCancer.org, Rep. Rose led the effort to pass this landmark legislation. The Institute's investments are already bearing fruit with 9 world-class researchers moving to Texas and bringing $15 million per year in research support and creating 200 jobs.

During the most recent session, Rep. Rose passed 20 bills including legislation to promote small business, to encourage cost-saving measures and the availability of electronic textbooks in higher education, and to create a volunteer advocate program for elderly Texans. His work with House leadership also resulted in the passage of legislation extending the mid-size adjustment to Chapter 41 school districts such as Wimberley and Dripping Springs, and expanded career and technology educational opportunities for students across Texas.

Rep. Rose also continues to spearhead efforts to bring about reform at the Pedernales Electric Cooperative and to prevent similar mismanagement at electric co-ops across the state.

Rep. Rose's efforts on behalf of his constituents have been lauded by Texas Monthly magazine, where he was featured as the "Rookie of the Year" among the Best & Worst Legislators in 2003. The Texas Medical Association twice named Rep. Rose "Texas Medicine's Best". The Independent Cattlemen's Association, National Rifle Association, Texans for Lawsuit Reform, Texas Association of Business, and the Combined Law Enforcement Association of Texas have also recognized Rep. Rose's work.

The Susan G. Komen for the Cure named Rep. Rose its 2008 "Legislative Champion of the Year" and the Austin Business Journal named him a "2008 Health Care Hero." The Texas Health Care Association honored Rep. Rose with the "2007 Long Term Care Champion" award and Texans Care for Children presented him with the "Phil Strickland Child Advocate Award," both for his work as Chairman of the House Human Services Committee.

Rep. Patrick Rose is an attorney in private practice in San Marcos, and is a member of the San Marcos United Methodist Church. He serves on the Advisory Council for Big Brothers Big Sisters of Central Texas and is a member of the McDonald Observatory Board of Visitors. He lives in San Marcos.
