If they pretend nothing's happening, the prey are doomed and civilisation is threatened. If they confron the evildoer(s) squarely and forcefully, they will be denounced by those who feel guilty rather than grateful at their good fortune as well as by those who actively support the evildoers' aims..
I support the restraint that a republican form of government is supposed to place on the US, but observe with some negativity its misuse of its power abroad. Some of this is inevitable when we are facing non-democratic regimes and terrorist actors who abide by no rules whatsoever.
Therefore, on occasion force the only thing that will stop the evil from preying on the innocent, the weak(er).
