Well in Step 2 : You say -1/1=1/-1 , here taking -1 from denominator of Right Hand side of equation to Left hand side will result into
[ (-1) * (-1) ] /1 = 1
-----> 1=1
so by this result 1=1 so also we can say that 1is not equal to -1
