Simple you have used a front fog lamp switch on the rear lamps. The clicking of the switch is the giveaway. The rear switch is NON LATCHING, meaning it energisers the relay once when the lights are on and switch power off when the lights are turnrned off. The front one is LATCHING and remains on ...
