It's English latin--latin had no unified pronunciation in Europe; this is (surmisably) the manner in which Byrd would have heard his latin.

For the record, it's called the prime directive, and it was invented by Gene Roddenberry in the 60s--for TV. That doesn't make it a bad thing, but credit where credit's due.
