"The basis of law is that one is presumed innocent until or otherwise proven guilty," "But under the Sri Lankan 'Prevention of Terrorism Act (PTA)', one is presumed guilty until proven innocent". 12,000 Tamils are in prison without trails for years and years. Some are women with kids in the prison. Parents, elders and kids alone ages from 11. This is all possible in Sri Lanka because of the 30+ years continuous emergency rule and PTA.
