UK Coastguard did keep a dedicated watch on ch16 but now do not have a dedicated watch keeper for this channel. You can still call on 16 and it will probably get a response however it should not be relied on now, the preferred method of contact is DSC.
Funny or not it was irresponsible to sail into the surf like that. He did the same thing at Lusty Glaze a couple of years back and narrowly missed getting killed then, along with a younger lad who was crewing for him. I'm all for sailing in arduous conditions but that was just naive.
