I would think the lions mane would protect his neck, the lion could bite/claw the tigers neck easier, than the lions mane being bitten.

My guess is that Mt. Doom is too evil and the eagles do not have the courage to go near it.
They did fight outside the parameter of it against the dragons of the nazgul though.
