Simcity is all about how you play. If you cheat, you remove any savvy necessary to succeed.

I have a city with a population in excess of 2.65 Million inhabitants, but there was no way I could do that in 15 minutes. I doubt any comparability between the two feats.
I strongly encourage you to upload a video of your city though.
