Of course the Cobalt would win. But off the line, the RX8 and Cobalt both have very similar 0-60 times, even with the RX8 having such a lack of torque. 238HP off of a 1.3L is pretty good I'd say. With a turbo, they can push 380-440whp without any engine modifications.
