Page 379-380 of the same document reveals that on Dec 2 1965, Marshall Green endorsed a secret 50 million rupiah payment to an individual referred to as 'Malik' from the Kap-Gestapu movement leading the repression.
"This is to confirm my earlier concurrence that we provide Malik with fifty million rupiahs requested by him for the activities of the Kap-Gestapu movement....The Kap-Gestapu activities to date have been important factor in the army's program, and judging from results, I would say highly succesful......There is no doubt whatsoever that Kap-Gestapu's activity is fully consonant with and coordinated by the army."
Note that that item 180 at the end of page 380, which is possibly the CIA response to this proposal (as it is a memorandum from CIA Directorate of Operations Colby to the Assistant Secretary of State for Far Eastern Affairs Bundy) is FULLY WITHELD;

Of course all became clear to America (as it had been to the rest of the World) that Saddam was in fact the sole perpetrator of the gassing when it suited them as a pretext to invade.
Didn't you ever wonder why you didn't get to see much of Saddam's trial about Halabja? America & Britain were afraid you'd find out that THEY'D sold Saddam the chemicals to make the WMD & that they covered it all up at the time.
