I had been recording the program that was on before this little advert and had let the recording run on, so it's a fluke that I managed to hear this, record it and know where I'd heard it before.
The background music in this ad appears to be the same one used in an early trailer for Ocarina of Time or 'Zelda 64' as it was known (see links).
It seems to me that the track is hiding in a BBC archive somewhere.
This recording was made around 00:30 (30 minutes past midnight) on the 30th of January, 2011 after the program "Pioneers" had finished on BBC Radio Scotland.

Both HTIndustries (http://www.youtube.com/user/HTIndustries) and I sent an email asking about the song and received similar responses.
According to the email I received, the artist is Christian Poulet and the track goes by the name of Strato Planet from the "production music CD" Virtual Nature. shorthoplaser (http://www.youtube.com/user/Shorthoplaser) has done some research of his own and come up with some more links, including places to buy CDs that may contain the song. I wonder if anyone is brave enough to buy one? The price at altoblues.com seems reasonable...

The composers names are "Christian Poulet" and "Laurent Lombard" (not Lambert as i can tell). The track is called "Strato Planet" and is contained in the Album "Virtual Nature" which 'Code number' (or whatever) is "KOS 34" (or KOS 0034 or sth like that). The label's name was Kosinus at that time, Label LC-07131, and i THINK they are called "Kapagama" today.
