It looks like this object is the same shape and design that were recorded in the Space Shuttle footage when they were working on that experiment and the tether broke. They look like giant Pacman objects.

This video is good evidence why you should NOT trust the police. This cop could have staged a fake crime and that driver would be in danger. After you are somewhere safe, call the local sergeant and ask for a copy of the video before the cop can erase it.
