All bill clinton had was money in the Public Debt, which is bonds and T-Bills and different things. However, there is also Intragovernmental debt, and there never was enough money in the public debt to cover the intragovernmental debt, the sum between the 2 matches the rise in the national debt, which the national debt rose every year under Clinton. Only in your screwball little world can you run massive deficits and run around cackling about a surplus. You watch too much TV.
