These particles except for iodine 131 are persistent in the dust for many years and if they make their way into our bodies the dust particle can put high levels of radiation that are much more likely to cause cancer than background radiation.

The exposure to nuclear dust that enters the body is long term and much more dangerous than the short term radiation of say an airplane ride that takes a few hours or an X-ray that takes a few moments. So when they say that radiation levels are not a health concern, they are lying. Any radioactive dust containing radioactively persistent material is a health hazard and we should be doing everything we can to determine where these particles are and avoid them.
