No, Maoriboy6007, they could be either public OR unlisted. They just couldn't be private. The main submission form shows them the video so with "unlisted," they've gotten the access that way. The special form for those of us who were having problems shows them the address they can use, so even with "unlisted," they've gotten the access that way.
