Continued he could of asked them what Thry were spraying on the dog and what intent and then stopped them, I understand he wanted to stop them and get them arrested but he could have saved the puppy or at least immediately put the fire out before it harmed the dog.

The man who video taped it could have stopped it when they saw what they were up to by taking the dog and spraying flammable liquid. He could have stepped in and took the dog from them and videoed their faces.
