You can use extended mags and rapid fire in MW2 with Bling, I think. And you can definitely take an SMG and add the dual magazines (extended mags) and slap on the perk Double Tap in World at War.

It'd be useful if they would let you hold 3 guns so 2 primaries and 1 secondary. Kind of like that one perk in Zombies on Moon called Mule Kick. Otherwise, it's just for goofing around I guess.
