Just get down, put the rifle on the rest you made, take aim (with a proper lead), watch your breathing, and pull the trigger. If everybody does that, the tankers have no chance.

The runner (as per definition in the NCAA rulebook) is not a "defenseless player". Against the runner it is only a foul if the tackler attacks with the crown of his own helmet.
