The type of performing arts that you will see in this video requires an extremely complicated skill that requires perfect coordination between the many artists to get the intended visual effect and make them all appear to be just one person with many arms, legs and hands.
Update: The YouTube user "Kallisti44" wa s so kind to provide a detailed description of what you can see in this video.
I am now quoting "Kallisti44", starting with the performance titled: "Guan Yin, or the Thousand Hand Bodhisattva"
"It was created by the Chinese choreographer Zhang Jigang in the last decade. It is meant to portray Avalokiteshvara Bodhisattva, a Buddhist deity representing great compassion that is often shown as having 11 1000's of arms each with eyes on the hands.
The performance in this video is done by 21 deaf or hearing impaired dancers."

My old description and wild guesses :): I believe that this kind of dance was developed in India to imitate the multi-armed gods of traditional Indian mythology. Please correct me, if I am mistaken. I was looking for some information about it, but without success. It is hard to look for, if you do not know the name of it and describe with words what you can actually see,
