Finance Minister Uhuru Kenyatta put up a spirited defence to claims that there were underhand dealings in the purchase of Passats for government ministers and other top accounting officers. Uhuru maintained that the deal was above board as the tender had been advertised by the ministry of public works last year. The minister also clarified that the price of 3.7 million shillings for a Passat vehicle included duty and that a Mercedes Benz of a similar class would have cost the tax payer 6.2 million shillings if duty were to be paid. Uhuru was speaking when he appeared before the public accounts committee in parliament.

Members of the parliamentary budget committee are warning that operations of certain government ministries and departments could grind to a halt unless parliament passes the appropriations bill immediately. The committee says some ministries, including that of planning, have already exhausted their half year budget allocations and have no more cash, which means there could be more salary delays for civil servants at the end of this month. The committee is also questioning the criteria that treasury used to release funds to these ministries while denying others.

The Govt has put on the spot, security firms, accusing them of failing to put in place measures to curb the rising cases of theft of cash on transit. Internal Security Minister Prof George Saitoti and his PS Francis Kimemia claimed there was clear evidence of laxity among the security firms which allowed collusion of their employees and the police to steal money. And as this occurred, a prominent Nairobi lawyer Justus Aremba has been arrested in connection with the theft of slightly over 22 million shillings from a cash on transit van last Friday. Detectives believe the lawyer might have helped in the planning and execution of the heist. Three police officers have already been arraigned in court over the theft.

The initiative to establish a local judicial mechanism to try the suspected masterminds of the 2007 post election violence is set to kick off a fresh when Imenti central mp Gitobu Imanyara tables a private members bill in parliament on Wednesday. Gitobu is optimistic that the bill, which seeks to establish a local tribunal to handle the cases, will sail through this time round, saying that no one from either government or the back bench had attempted to ask him to withdraw or amend it.

Yet another plane crash occurred on Monday at the Wilson Airport, claiming the lives of two people. The pilot of the plane that was transporting Khat or Miraa as the stimulant leaves and twigs are popularly known in Kenya, died while being taken to the Kenyatta National Hospital while the co-pilot died at the Nairobi Hospital where he had been admitted in critical condition. According to the Kenya Civil Aviation Authority, the cargo plane developed mechanical problems shortly after take off and the pilot was returning to Wilson Airport when the crash occurred.
