I'm pretty sure you don't need to paint on beeswax. The bees will build on your edges created by the popsicle sticks without it. The comb will probably stick better if they attach to the wood themselves.

If you can't find a job with WFP you can sign up for a job with a similar party that has been around a long time. It's called the nazi party. It's not as powerful as it used to be, but it's still around and stands for pretty much the same values as WFP
