Lets see I see two major differences

Since the protests were in different jurisdictions, there were different district attorneys. It should be noted that the same DA who pushed for charges against the "Irvine 11" also criminally charged 19 UC Irvine students when they unlawfully demonstrated against higher tuition fees

The Irvine 11 case, the prosecution had email evidence that showed the MSU had a meeting and stated, "our goal should be that he knows that he [Oren] cant just go to a campus and say whatever he wants" And the MSU planned actions included "disrupt the whole event" and "shut down with individual disruption"

The MSU told their friends to loudly cheer after each planned disruption, which caused a lot more disruption.

The protesters in the video that were not charged could not be charged under a California penal code since their protest was not done in California.
