    Definitely a travel. Not even questionable. You've been allowed 1-1/2 steps in basketball ever since Naismith invented the game. That's why today's players wouldn't have a prayer against the NBA teams of the 60's, 70's, or even 80's. Today, traveling and palming the ball are standard practice.
