Not all of them do that. I got the 12v ballasts from old 12v CFLs and the ballasts are designed to burn out. They usually use crappy 2SD880 transistors and I replace them with MJE3055T ones with a heat sink bolted on to stop them burning out. I might post a video on how to build one of these inverters yourself soon.
