This is awesome. But I'm sure, in terms of prosthetics, that they could have created something more like the tortoises own leg that was more functional than the wheel off a tv cabinet.

Thats like saying "Don't take your kids to the zoo, the animals might escape and eat them!" Its highly unlikely, and Its hardly irresponsible. Im sure they wouldn't put an animal in a enclosure that they didn't think was hardy enough to withstand the force of the animal itself.
