@RoiBazar I leave my african grey out of his cage on a perch and he can fly- just doesn't. He only goes in his cage at night to roost. I saw this after I responded to your other "potty training" question, but the answer is yes, they can. I would say go for it! I don't have a cockatiel, but I LOVE...
