I use Noteworthy Composer to make midi's, but I wouldn't recommend it for what you're trying to do. It's not free (though there was a shareware version) and it uses its own music format which makes it a pain to edit midi files that you haven't created yourself. That's one of the reasons why it's too much hassle for me to convert Blake Stone songs.
