This is standard procedure at SFO when the ceiling/visibility and prevailing winds are within certain limits. When one of those required criteria are out of of limits, SFO goes into the ground delay program to whittle the number of arrivals per hour to accommodate a single arrival stream.

@seatgurus It depends entirely on takeoff weights and aircraft performance. If the flight is heavy, the pilot will spool the engines to takeoff power before releasing the brakes for best takeoff performance. Rolling takeoffs have a weight penalty that must be applied and are fine when the takeo...
