Very odd. I doubt it's a ULA problem... my guess would be the ROM is corrupt somehow. If memory serves the ROM in the +2 is a 32K chip thats used as two 16K ones. The 48K rom is in the second half. If you have another working +2 then you should just be able to swap the ROM chips to test this.
