I've noticed they hold tournaments... do we have to wait for the tournaments to play online? or can you play online multi player whenever we want?

I've never fought a good Raiden online but some of the combos I've seen on Youtube are really impressive.
I have trouble blocking Kanos cannon ball unless I'm already blocking trying to predict it.
