Ban islam, enslave muslims

All muslims outside of the middle east should be forced to sign an agreement every time they enter a non-muslim nation. The agreement should state that by entering this nation they are placing a higher value on the laws of that nation than they do to the laws of islam, for as long as they reside in that nation.

This would keep sharia law from leaving the middle east.
