Well, that's kind of a grey area, really. It all depends on why, how, and where you run into said person at "full speed", and what you're trying to accomplish when you do it. Let me see if I can run down some scenarios.
You run into an opponent who has the ball at full speed, but only as a result of your attempting to tackle the ball from him: Kinda iffy UNLESS you make contact with the ball before you make contact with the player. If you touch the ball with your foot and the momentum of that move happens to bring you crashing into the other player? Most refs would let you get away with it.
Otherwise, there's really not any way you could just full-tilt slam into somebody without being Yellow or Red carded, especially in box.
