There are 7 in the Blades area. 1 on Fultheim. 1 in Bloated Man's Grotto. 2 on Delphine and 1 on Esbern (actually, Esbern might not have one). And, if you make your followers (up to 3) into Blades, they will get a new Blades sword. That makes 14 or 15 total in the game.
