That's not a broken rail, it's a sunken rail joint. You see it with very old jointed track that hasn't had any maintenance. All it needs is to have the ballast scooped back under the ties that are supporting it and it'll be fine.

Those C&NW SD45's without dynamic brakes looked interesting. I used to see them in Minneapolis with U30C's. Those GE's weren't around long before they went to Mexico.
