In the Executive Declaration, Michigan Governor said: Therefore, I, Willaim G. Milliken, Governor of the State of Michigan, do hereby issue this Executive Declaration in recognition of Hrayr Toukhanian on the occasion of the Michigan Premiere of "Assignment berlin" and in honor of his status as Goodwill Emissary of the Michigan Film and Television Services Council.

Hrayr has over 1000 productions, thirty four awards, including highly coveted Gold Medal award of New York International Film Festival for his "Heart Of A Nation" documentary production.
Multi-Screen productions include "The Paris Air Show" for NASA, "Alcoa Trailblazer" and the most acclaimed "Wide World of Ford" for Hemisphere 68, that more than six million people attended.
Produced, directed and edited the feature film titled "Assignment Berlin", which received international recognition both in Epernay, France and Florence, Italy where the film was one of twenty showcased at the Florence film Festival.
