This Video was created to let the general public the current owner, the local care takers, and the City of Waterloo, IA how disappointed the general public and the former congregation and students of St. Mary's Parish are with the current condition of the former church located at 2127 East 4th St. in Waterloo and how it reflects the neighborhood. This was also created to let the general public of the fraudulent acts that are being done with this property by a certain residents of Black Hawk County. This building was purchased by Dr. L N Anderson of CA. He paid a total of $475,000.00 cash in 2006 for the church, school, villa and the rectory. Since 2006 these buildings have sat empty, boarded up, and unutilized. Nothing has been done to preserve its structure or curb appeal since the purchase of this property and it continues to sit and nothing is being done about it by anyone including the city. If you go to the Black Hawk County Assessor's office at the court house they will tell you that since this property was purchased in 2006 the owner has not been paying property taxes and has not paid any property taxes since the buildings were purchased by Dr. Anderson of California. The reason for this is a local Black Hawk County resident named Frieda Weems has filed a Tax Exemption form and applied for exemption for the reason of using it for a college. This all being public record to anyone in Black Hawk County I asked for a copy of the Exemption form. To my surprise she did and continues to lie to Black Hawk County telling them that this property is currently being used as a college. It is also public information to know how much property taxes are on any property in the County. I asked the assessors what the property taxes would be on this property if it was not being used for a purpose to get a tax exemption. I was informed it would be estimated to be just over $25,600.00 per year. This means since this property was purchased in 2006 she has got out of paying over $100,000.00 of property taxes to our county. How is this rite? Do the people who sign off on the tax exempt forms check the properties? They must not because the assessor's office was very surprised when I told them that this building has not been used for anything since the day it was purchased in 2006 and in fact it was still boarded up with the same boards on the windows from when it was still owned by the Catholic Church. They were also surprised when I told them I called Mid American Energy and was told that the property has had no gas or electric service since September of 2008. How could a college operate with no electric, gas, water or heat? Hopefully with the information put in plain sight to the County they will think real hard about renewing the fraudulent tax exempt form this next tax year and they will look harder about just issuing a tax exempt form without doing the justified research. After examining the tax exempt form I received by the county which is public record for this property I discovered the corporation that Frieda Weems put down is known as EMI,Inc. After doing research on the Secretary of State Website I found it to be a nonexistent corporation. How many different ways is this person committing fraud? First Weems tells Black Hawk County she is using the building as a college to avoid paying property taxes and second the corporation name she claims to have for this college is nonexistent. Hopefully this information and video will encourage any viewer to call our city council members and our city authorities and let them know how you feel. Every day this church sits and rots makes the neighborhood value and perception go down. Everything you have read here is public information and is nothing but fact.
