Les droits de l'homme sont un concept selon lequel tout être humain possède des droits universels, inaliénables, quel que soit le droit positif en vigueur ou les autres facteurs locaux tels que l'ethnie, la nationalité ou la religion.

Selon cette philosophie, combattue ou éclipsée aux XIXe siècle, XXe siècle et XXIe siècle par d'autres doctrines, l'homme, en tant que tel, et indépendamment de sa condition sociale, a des droits « inhérents à sa personne, inaliénables et sacrés », et donc opposables en toutes circonstances à la société et au pouvoir. Ainsi le concept de droits de l'homme est-il par définition universaliste et égalitaire, incompatible avec les systèmes et les régimes fondés sur la supériorité ou la « vocation historique » d'une caste, d'une race, d'un peuple, d'une croyance, d'une classe ou d'un quelconque groupe social ou individu ; incompatible tout autant avec l'idée que la construction d'une société meilleure justifie l'élimination ou l'oppression de ceux qui sont censés faire obstacle à cette édification.

Human rights are a concept according to which every human being possesses universal, inalienable rights, which is the current substantive law or the other local factors(mailmen) such as the ethnic group, the nationality or the religion.

According to this philosophy, fought(disputed) or darkened in XIXth century, XXth century and XXIth century by the other doctrines, the man, as such, and independently of its social condition, has rights " inherent to his(her) person, inalienable and sacred ", and thus opposable in any circumstances to the society and to the power. So the concept of human rights is universalist, equaliterian and incompatible by definition with the systems and the regime based(established) on the superiority or the " historic vocation " of a caste, a race, people, a faith, a class or a some social group or an individual; incompatible just as much with the idea than the construction of a better society justify the elimination or the oppression of those who are

-Colbert : «Pour trouver de l'argent, il arrive un moment où tripoter ne suffit plus. J'aimerais que Monsieur le Surintendant m'explique comment on s'y prend pour dépenser encore quand on est déjà endetté jusqu'au cou...»
-Mazarin : «Quand on est un simple mortel, bien sûr, et qu'on est couvert de dettes, on va en prison mais l'État... L'État, lui, c'est différent. On ne peut pas jeter l'État en prison. Alors, il continue, il creuse la dette! Tous les États font cela.»
-Colbert : «Ah oui? Vous croyez? Cependant, il nous faut de l'argent et comment en trouver quand on a déjà créé tous les impôts imaginables?»
-Mazarin : «On en crée d'autres».
-Colbert : «Nous ne pouvons pas taxer les pauvres plus qu'ils ne le sont déjà».
-Mazarin : «Oui, c'est impossible».
-Colbert : «Alors, les riches?»
-Mazarin : «Les riches, non plus. Ils ne dépenseraient plus. Un riche qui dépense fait vivre des centaines de pauvres».
-Colbert : «Alors, comment fait-on?»
-Mazarin : «Colbert, tu raisonnes comme un pot de chambre sous le derrière d'un malade ! il y a quantité de gens qui sont entre les deux, ni pauvres, ni riches... Des Français qui travaillent, rêvant d'être riches et redoutant d'être pauvres! C'est ceux-là que nous devons taxer, encore plus, toujours plus! Ceux là! Plus tu leur prends, plus ils travaillent pour compenser... C'est un réservoir inépuisable.»

Extracted from a conversation between Colbert and Mazarin, Stemming from the " Red Devil ", XVIIè century:

-Colbert: " we cannot tax the poor men more than they are him already ".
-Mazarin: " yes, it is impossible ".
-Colbert: " then, the rich? "
-Mazarin: " the rich, either. They would not spend any more. A rich which spends makes live poor men's hundreds
-Colbert: " then, how we do make? "
-Mazarin: " Colbert, you argue as a chamber pot under the bottom of a patient ! There is quantity of people who are between both, neither poor men, nor rich... French people who work, dreaming to be rich and dreading to be poor! It is those that we have to tax, even more, always more! Those there! The more you take them, the more they work to compensate...
