While that is true, any band can come up with a new subgenre under Metal, even if it has nothing to do with metal. If it catches on and spreads to thousands of people, you have a whole new subgenre.
There's no "official" company that names these subgenres, its the bands that start them. You could come up with something called "Aluminum Rock" under Metal, and like I said, if it catches on, that will be a new subgenre. Too easy.
