Lust in the bible is way more severe than a simple sexual fantasy. Lust in the new testament is the same a covetousness in the old testament, it's more like a sick blood-lust; not a silly fantasy. Jesus is probably referring to coveting someone else's wife when is speaking of lust.

No. The strong are those who are best suited to help the weak. Instead of tithing people who are poor should get on a budget, take a second or third job, save up some money, and then they can help others financially. It's the church's job to assist widows and orphans, not the other way around.
