I am wondering if your suppose to keep your radio tuned to the frequency they gave you after take off or if your suppose to tune into tower to start decent because i left it and i never got told to descend.

yeah even if it was a low approach its probably because that runway or airport probably has a low approach guideline, in which the pilot would simply be following procedure because if he does not, then the pilot would be in trouble.
