Gotham City Impostors, a download-only first-person shooter where players battle for control of an unhinged Gotham City overrun by impostors inspired by the DC Comics characters Batman and The Joker. Developed by Monolith Productions, Gotham City Impostors is a multiplayer game unlike any other, giving players the opportunity to rebel against conformity as they customize their own characters. Posing as amateur vigilantes or villains, gamers will create their very own Bats and Jokerz characters using unprecedented customization options including insane costumes, homebrewed gadgets and a wide range of traditional and imagined weapons.
Gotham City Impostors will be available at February, 2012 for PC, Xbox 360 and PS3.

Rather easily obtained in Whiterun.
What is more of a challenge is upgrading it: can not be upgraded with Grindstone. It requires you to kill 10 friendly NPCs / allies in order to be upgraded to max status. Watch the video for more info on that..
Tho within lies a deception: even when you manage to fully upgrade the weapon, its not a good one. And the fact that you are forced to use both hands to wield a weapon that is otherwise considered a one-handed weapon, tells only the dark language of Daedra: its you who has been deceived. The weapon is not good, and it requires you to kill your friends and allies in order to be upgraded. Thats the works of Daedra..
I personally will put this weapon in my storage and never use it again.
