If we had government and president with any power whatsoever they would immediately ban BP from doing any drilling in our waters at all. They would issue an order that all their rigs must go offline, and send out enforcement and inspectors to inspect all of them. They would ban BP from all drilling in any United States waters until the oil leak is fixed and the gulf is cleaned.
Instead we have the coast guard acting under the orders of the polluters.
