He is lip syncing. But that's ok, it doesn't take away from the fact that he is a great singer. It's just really, really hard to sing at full capacity and dance at the same time. Plus, a live vocal performance will never be as flawless as the final studio one.

The 8 measures right before the chorus use the same basic melody as in the verse of Heart Shaped Box. But Heart Shaped box adjusts the rhythm of it a little bit, makes it sound even catchier.
