Mr. Albert HO Chun-Yan describes Hong Kong's core values as being his platform. He proposes to use four pillars of "democracy and freedom," "social justice," "economic development" and "humanistic values" on which to build social development and develop policies. He will contend that these four pillars are the correct basis for building a just Hong Kong and will provide the means to allow all residents to pursue a better life.
Mr. HO is chairman of the Democratic Party and also secretary of the Hong Kong Alliance in Support of Patriotic Democratic Movements in China. Mr. HO is a practicing solicitor and member of Hong Kong's Legislative Council.

Switzerland, the world's biggest centre for offshore wealth, has been the target of tax evasion probes from several countries including the U.S., U.K. and Germany, as well as competition in private banking from Hong Kong and Singapore.
Such competing financial centres have yet to match Switzerland's achievements in recovering funds stolen by corrupt dictators. After a series of high-profile cases, Switzerland developed new rules to confiscate and return illegal assets deposited by dictators in its banks. Ambassador Zellweger will discuss how Switzerland has helped restore over US$1.7 billion of such plundered funds to their countries, more than a third of worldwide recoveries.
Ambassador ZELLWEGER joined the Swiss Foreign Ministry in 1991 and has served as a diplomat in Kenya and as a legal adviser to the Swiss Mission to the United Nations in New York. He was Switzerland's representative in different treaty negotiations and a member of the Swiss delegation to the Rome Conference on the establishment of the International Criminal Court. Between 2003 and 2007, was Chef de Cabinet of the first President of the ICC in The Hague during the setting up of the new Court.

An atmosphere of anxiety looms over the world economy. Developed countries fear competition from emerging economies. Europe's budgetary situation spreads uncertainty across the world. Stuttering growth and high levels of unemployment fan the risk of protectionism.
The implications for policy makers both in Asia and in Europe are far-reaching. And yet, the stakeholders can only begin to tackle the current economic and political challenges if they maintain an open trade regime and strengthen their economic relationship. Mr. De Gucht will share his views on the above and more at the lunch.
Karel De Gucht joined the European Commission in 2009, taking on the Development and Humanitarian Aid portfolio, before moving to his current position in February 2010. Prior to joining the commission of the European Union, he was Minister for Foreign Affairs and Deputy Prime Minister of Belgium.

Nominations for Chief Executive open on Valentine's Day 2012. It may be the last Chief Executive election by a tiny circle of elites if Beijing's promise of direct elections in 2017 takes place. Beijing demands Hong Kong's Chief Executive "love China" and "love Hong Kong." Hong Kong's democratic movement asserts Chief Executives must "love democracy". The middle class just wants some love from somebody, especially in affording housing, education, childcare, eldercare and other costs that seem always to rise faster than income. Additionally, in this election for the first time Beijing officials seem to seriously insist that public support of a candidate plays a role in who gets their nod of approval. If a majority loves one candidate or hates one, this time it is supposed to make a difference. The speaker will share highlights of this report, which assesses who wants what and supports whom. It examines what people hope for, worry about, and want to happen. The report details for whom people would vote, whom they trust, and whom they think would do the best job, including who would handle best their problems of greatest personal concern. Who wouldn't love someone to step up and do a little personal problem solving for them? But as the results of this survey show, not everyone is going to get a box of chocolates this Valentine's Day. Professor DeGolyer is a frequent commentator and author on public affairs in Hong Kong and Greater China.

Mark DALY will discuss strategic human rights litigation including aspects of the recent case that restrictions on domestic workers applying for permanent residency in Hong Kong are unconstitutional. He will also talk about refugee and convention against torture law, and the limits of Hong Kong's judicial review process.
DALY has worked in Hong Kong since 1995, on cases including Habeas Corpus and Vietnamese refugees. As Amnesty International's representative he was an observer of the 1998 trial of Malaysia's former deputy premier Anwar Ibrahim. He has lectured on human rights law at the University of Hong Kong, and is also a qualified tennis coach both in Canada and the USA.
