There are so called "civilian" people, who are currently serving kuffar, providing them with "information" about Mujahideen. These informers are everywhere: they can be neighbors, sellers in shops, taxi drivers and even your acquaintances who are guised as Muslims. They cause great harm for Muslims who wage Jihad for the sake of Allah.
