Arpeggiation, dislocation, what you refer to as 'rubato' and additional ornamentation and even improvisation were the norm during the baroque era. it's a minuet. Ravel obviously didn't want it to drown in sentiment. I think she might be one of the few modern pianists who actually gotten the tempo fairly correct
