Impersonating a person is quite difficult. You always make mistakes. Ive recorded persons being steered by others with the techniques described on my homepage and channel. You only easy way to exchange someone is when he comes to a new environment where he or she is not known. But an expert still is able to easily recognize a person impersonating another.
In the case you mentioned just compare voice recordings. With the many local dialects of the German language its easy to recognize if they are the same or not.

I doubt that Hitler shot himself. There is a high probability that he was shot to serve as a scapegoat. He seems to have had at least one body double who also was shot.
Another quite obvious murder was Feldmarschall Rommel. It was said that he had poisoned himself. This is a rather strange death for a German officer. One would expect him to shoot himself.
