The Empowerment Congress West Area Neighborhood Development Council (ECWANDC) is one of Los Angeles' 90 certified neighborhood councils. We are a group of volunteers elected to convey to City Hall the needs of stakeholders who live, work, own property, attend church, go to school or claim a stake in the communities of Baldwin Hills, Baldwin Village, Baldwin Vista, Cameo Woods, Crenshaw Commerical District, Crenshaw Manor, Leimert Park, and Village Green.
