I create everything with "Paint" and edit it with "Windows Movie Maker". I create the voices with "Speakonia" and edit some of the voices or fuse voices sound effects and background music with "Audacity".

Don't try and do a sloppy job while animating, and I would usually think about whats going to happen during the scene. If the scene is a talking one that extends past 20 seconds start making some random thing start occurring in the background.
